JOB DESCRIPTION
Tribal Historic Preservation Officer (THPO)

Position within the Passamaquoddy Tribe: The Tribal Historic Preservation Officer is employed by the Passamaquoddy Tribe, via the Joint Tribal Council Office, through funds received from the U.S. Department of the Interior, National Park Service and various other funding resources as can be established. The THPO is located within the Passamaquoddy Tribal Historic Preservation Office, a department of the Joint Tribal Council Office. The THPO shall be under the administrative supervision of the Executive Director of the Joint Tribal Council Office. The THPO shall supervise all historic preservation staff, as department expands, as well as oversee all contractors engaged by the Tribe for purposes of historic preservation activities.

Role within the Passamaquoddy Tribe: The THPO shall assist the Tribe by administering the Historic Preservation Office, whose mission is to promote, protect, preserve, and manage all matters relating to cultural resources. The THPO shall be the primary and official point of contact in all matters relating to cultural resources. The THPO shall be empowered to consult with Federal and State agencies regarding matters of interest and importance to the Tribe regarding historic preservation and cultural resources. The THPO shall present contractual and executive decisions to the Tribal Governors, and as appropriate to the Joint Tribal Council. The THPO cannot obligate the Tribe in any manner. The THPO shall be responsible for the daily and regular operations of the Tribal Historic Preservation Office.

Duties:

1. Responsible for all phases of program development, implementation, budget preparations, budget monitoring and evaluation.

2. Assumes full administrative supervisory responsibility over all personnel within the Tribal Historic Preservation Office.

3. Responsible for identifying alternate and additional resources for funding cultural resource management activities.

4. Maintains communications with the Tribal Governors and Joint Tribal Council.

5. Establishes and maintains relationship with the State and Federal governments pertaining to all aspects of historic preservation and cultural resource management.

6. Participates in the review and development of financial status for submission to the tribal government. He/she will work closely with the Joint Tribal Council Office to determine the financial conditions of all historic preservation programs and activities.

7. Oversees all contractors engaged by the Tribe for activities in the area of historic preservation and cultural resource management.

8. Develops and directs all historic preservation and cultural resource management projects, activities, and investigations.

9. Directly participates in field work for historic preservation and cultural resource management projects, as necessary

10. Maintains knowledge of the all Federal, State, and Tribal regulations relevant to historic preservation and cultural resource management.

11. Participated in workshops, training sessions, staff meetings and in service activities for the purpose of upgrading skills relevant to job duties.

12. Other duties relevant to historic preservation as may be assigned by the Tribal Governors.

QUALIFICATIONS:

1. Possesses experience related to historic preservation and cultural resource management and be willing to upgrade formal knowledge on a regular basis.

2. Knowledge and understanding of missions, organizational goals and objectives of the Tribal intent for historic preservation and cultural resource management program.

3. Familiarity with regulations and standards of various regulatory and credentialing groups relevant to historic preservation and cultural resource management.

4. Ability to communicate with various Tribal employees, State and Federal agencies, and other relevant groups in order to effectively gather information and develop recommendations that efficiently coordinate the service.

5. Must be able to demonstrate administrative capability in establishing and managing a Tribal historic preservation and cultural resource management department.

7. Ability to coordinate work efforts with other respective Tribal departments, as needed.
