Rick has many years of work experience for the Pleasant Point, Passamaquoddy Tribe that includes holding the Health Planner position, directing the Tribal Planning department, directing the Health Program at the Indian Township Reservation, serving as Tribal Lt. Governor, and presiding as Tribal Governor. The Tribal Governor has overall responsibility managing and directing all aspects of the Tribal Government in carrying out the Tribe's governmental and administrative responsibilities. The Tribal Governor (traditionally called Sakom) is the Chief Executive and Administrative Officer of the Tribe. The Tribal Governor is involved in a plethora of areas within the Tribal organization, to include community and economic development, program support, strategic planning, resource development, facility construction and overall organizational administration.

Rick is a graduate of the University of Maine at Farmington with a B.S. in Community Health Education.  Rick has also served one term as a member of the Pleasant Point Tribal Council. Through the years Rick has received much training in a wide realm of areas to include elderly issues, natural resource management, child welfare, AIDS, diabetes, economic development, grant writing, and various federal, state, and Tribal legislation.  Rick is computer literate in many software applications and had served as "Site Manager" for the Tribe's Health Management Information System. Rick represents the Tribe in many capacities to include holding a seat on various boards, committees and task forces.
