This data (zipped shapefiles) can be used with ArcGIS programs.  If you do not have an ArcGIS program you can use the free ArcGIS Explorer Online.

It takes a little time to get familiar with ArcGIS Explorer.  I am assuming you have some basic computer skills to do this mapping.

You must first sign up for a free account at http://www.arcgis.com/explorer/

Then you can build a map using the shapefiles below.  Look at the list below, then download and save the zipped files that you want to your computer hard drive.  Do not unzip the files because ArcGIS Explorer will do it automatically for you later.  Open the ArcGIS Explorer program and import any zipped shapefile to begin building your new map.  You can custom design your map to your own specifications.

Hint: After you import the shapefile you can go into the (Layer, Details, Pop-Ups, Configure) to change the way the shapefile layer displays on your map.
